FRA held "FRA 2021 Healthcare National Confluence", political circles, government officials, representatives of medical circles, and youth associations are widely invited. VIP guests include Vice President William Lai, former Vice President Chen Chien-jen OS KSG KHS, legislators of Legislative Yuan, two directors of the Social Insurance Department and Medical Affairs Department of the Ministry of Health and Welfare, Head of the Department of Medicine of National Taiwan University and Taipei Medical University, a number of medical representatives and community opinion leaders.
In the first session, Director Shang Dongfu of the Social Insurance Department of the Ministry of Health and Welfare explained the role and functions of the National Health Insurance Association. Professor Zhou Yingzheng, Deputy Dean of Administration of the Hospital Affiliated to Yangming Jiaotong University, discussed the allocation of the health insurance budget with Legislators.
The National Health Insurance Forum has put forward four propositions to the National Health Insurance Association:
1. Improve the representativeness of councilors.
2. Respect the medical profession.
3. Implement the scope of the National Health Insurance Association.
4. Improve the operation and efficiency.
In the second session, first we discussed important issues of primary medical institutions. Some large medical institutions, which originally allocated the total amount of hospitals, set up their own sub-clinics to bypass the tiered medical planning and compete for the total amount of the grass-roots level. The operating basis of health care will affect the medical ecology, and the government should take it seriously.
The foundation of the medical industry is medical talents. How to maintain high-quality medical education is an important topic for the sustainable development of Taiwan's medical care in the future. Medical education is quite professional and complex, requiring a long period of training and the guidance of a large number of professional teachers in various disciplines. To maintain the quality of medical care, the availability of teachers is crucial. Blindly expanding the enrollment of medical students will inevitably result in shortage of teachers and poor education and training.
"FRA 2021 Healthcare National Confluence" proposed more in-depth discussions on topics than in 2020, continued to serve as a bridge between the medical community, academia, the public and government medical policies, and promotes the sustainable development of Taiwan's medical environment and health care.
